For OoFs, dragon form + finesse will give you a boatload of HP and a metric boatload of damage output. If you can get some rF while you're wandering up I suspect you can just dragon wreck them. Saccing arcana is fine as long as you can deal with the results. If you're killing dudes with melee weapons and missiles, you probably don't need so much conjurations and transmutations.

This is really for advice, but you basically always want Kiku's pain weapon blessing. I'm gonna go out on a limb and suggest necromutation is the least useful necro spell. Having kiku means you care even less about torment immunity.

I find -tele on items to be deeply irritating, because I forget about it and then want to blink or something and then it's all "haha you need to unwield that"

It's not an important property, but it is an annoying property, and avoiding annoying things is a big part of my crawl strategy.

If you have a useful god with normal piety gain mechanics (so: normally), faith is very powerful. Use those god powers! It's not like you can stockpile endless piety.

I also don't get the hate for harm. Normally I'd probably not wear it, but it's not, like, a death sentence.

Yes (a normal +9 branded arbalest will probably outclass that eventually but for now it is by far the best weapon you have). Really? I'd expect a +5 {elec} arbalest to outdamage a +9 arbalest with anything except {speed} or Damnation. Penetration is nice too, sometimes. Now that you've unwielded it...

Just use a mace with the current 7.4 skill, or if you find some other crazy great melee weapon, use it unskilled. Doesn't matter if you do crap damage to nonthreatening monsters. You might not have enough arrows for every monster, but you will have more than enough arrows for every dangerous monster.

I don't quite get the transparent walls part of step from reality. It seems like you're trying to preserve scrying, but I don't think you'd use it like scrying -- it's too expensive to use as anything other than an emergency ability, and being able to move while scrying is pretty useful.

I'd still carry and use some kind of mace (or other decent melee weapon) for popcorn monsters. You might not have enough ammo for every orc in the game, and even if you do, picking up all of the bazillion arrows you'll shoot can be annoying. But I also would not train maces any more. Doesn't have to be exact; that's why I said subjectively weak/strong. But I think there is broad general agreement that, say, Fedhas is stronger than Xom.
