Something should certainly be buffed with it, or it removed...Maybe a small EV bonus in addition to .1 speed, but only when flying? Amulet of improved flight? Even just the speed bonus would probably make it usable in some cases, but I think a 2-3 EV bonus wouldn't be too strong.

Nagas make powerful hybrids with an excellent +20% hp, and 0 in all spell aptitudes, +3 poison, and a bonus +9 ac. But you have to deal with -40% movement speed, which isn't trivial. So be aware of the drawbacks if you go that way.

the exact same thing could be said about finding a second ring of rF+ instead of an unided ring, or a second(third, fourth) wand of confusion vs a maybe-it's-a-heal-wounds-wand...There's no reason why books are a special case that I can see.

next rune to go for would be vault, or possibly abyssal, but vault is the more standard one. In terms of the OOD generation timer. I recently generated a Catoblepas on Lair:1 when I had spent very few ~200-300 turns on that level. that level did have an ice cave, which probably took around 1000 turns, perhaps more, and may have set off the OOD timer? Since you're never casting, the heavier armor is better. The plate is better for now since you don't have the 24 str for crystal plate, and the +2 bonus is helpful. Once you get the CPA enchanted and have higher strength, switch to it. Train armor as high as possible. The only reason to not wear CPA...

I would also prefer to be able to see monster damages and how long spells last. I agree they aren't really critical, and you can get a pretty good sense for it as it is, but having that information is useful. Javelins have fairly high damage, and are generally excellent, they just aren't as good as large rocks, for the two races who can throw them. Large rocks are great.
