Strongest, most powerful =/= most dangerous.

Yeah, late game enemies have bigger stats and have more stuff to throw at you. But by that point you have consumables, high piety with your chosen god, etc.

There is a pretty good chance for a Jiyva altar at the entrance to Slime, in the Lair. Indeed, this was the case for the OP!

You are right that the only guaranteed J altar is on Slime:6, though.

I don't think Diabloization of item properties in Crawl would be a good idea. In theory it creates interesting possibilities for equipment, in practice you increase cognitive load and clutter and still do not care about ~80% of the bells and whistles most of the time.
