This is correct.

Opening a door could just take an aut or two less than closing it, perhaps only you opened it a turn or so after it was closed if you want to effect just this one case.

0.14-a winrate is dramatically worse than 0.9-a winrate (0.60% vs 0.71%, or 0.68% vs 0.84% if you exclude quitting/leaving). 0.14-a isn't the outlier, 0.9-a is. I do not think a species which gets random traits like this makes much sense. Xom already covers tactical randomness, and each "state" would have to be individually balanced. Since the player would be constantly switching, they would not have time to appreciate the subtleties of each form....

I'd probably make this a softer cap. If Boris is killed than his chance of reappearing should drop, but it should never actually reach 0. Of course, this would require making Boris reappear when you run away from him first.
