The colour refers to, at the worst, how bad the miscast can be. For example, a yellow charms miscast could just be getting a corona put on you, while a dark red charms miscast would be paralysis. 6% is more than good enough casting on Necromutation, go to town.

It takes as much experience to go from 22 to 27 in a skill as it does to go from 0 to 22 in a completely different skill. In fact, every different source of regeneration will stack, to the best of my knowledge. The only exception I can think of is "troll leather armour" and "actually being a troll".
