Flying quickly and evasively is a tengu thing that persists into forms, including dragon form, not a dragon form thing. I don't really see any special tengu-dragon form synergy.

Thinking about it a little bit more, another consequence is that every speed 10 character will want to get at least 3 or so throwing and carry stones everywhere, since throwing will be a faster way to make an escape than walking :).

Yeah I guess bcrawl's stair thing was also meant to be a change to the trap system, but that seems separable from the topic of stairdancing and like something we'd be better off setting aside for now. The penalization doesn't have to mimic the effect of a current or old trap.
