Leaving aside whether L9 spells later and/or farming pan are good ideas, if you do those things you can take off your sword at any time and use another. Since it's an artefact you don't even have wasted enchant scrolls, so use it now if it's good now (it is).

it's the more the better, like fighting/armour/dodging. Use your spell success/power as the main guideline, and I like to have 12+ for my pain weapon. I think it does affect corpse quality, it's basically Invocations with a new name with Kiku.

Pretty much, you get tormented and the spell can be blocked (increased miscast) but two casts should be enough. You might also be standing in miasma and need to get out through the zombies.

I don't find vampiric very good on low damage weapons, unless playing a DD I'd not use it.

Scimitar is plenty good enough to win with, but double sword is better. Flaming > holy for most of the game but I'd still just use the double sword and enchant it as you find scrolls.

Your original assumption "train to mindelay immediately" is also false. Well you're not wrong in that it might be common, but it's not recommended as a general practise.

UC can do fine damage, even one-handed, but I hate it without forms since it's boring and exp-intensive.
