I think it would probably be more limited than that. Similar to spell power, it would just tell you how much of that weapons max potential damage per turn you can currently exploit. It would probably have to exclude brand damage for simplicity sake.

The same argument applies to the current system anyway - someone could just as easily complain that their #####... fire storm is weak.

The fact that I have no idea how many #s would be 85% max power illustrates my point.

On a related note, why does Vehumet give you summoning books after giving conjurations? I'd sooner just have guaranteed access to every conjuration spell. Sif Muna is for having access to a "diversified portfolio".

Just trying out SpEE. Sandblast is good against some stuff, not others - I just bumped into Terence wearing a scale mail and multiple "rocky blasts" didn't even scratch him.
