I just poked around a bit with Chrome's developer tools, and found that pressing (i) costs a bit over 1KB, as does loading a new floor. Moving a single tile, and revealing the associated new tiles, costs a few hundred bytes.

As duvessa says, it's "intended", but has been changed in trunk. In versions newer than 0.18, Jiyva will not set a base stat below 1.
