From reading posts on this forum, the response would be: No, axes are not the best melee weapon. Axes are less effective against single enemies than an equivalent non-axe weapon, and getting yourself into a "surrounded" scenario where an axe would be more effective than an alternate weapon...

The OP is talking about the mutation state before and after getting to Mnoleg's domain, not OoF, which is a separate comment. Makes the majority of the four preceding posts irrelevant. Regarding the mutations gained, cited, only one was from Mnoleg. The rest were from demons that can be encountered...

What if, instead of being based on armour, GDR was based on "amount of AC from a single source". For every X of AC an armour (or Ring of Robustness, for example) supplies, you get X amount of GDR. This would make it so that high sources of AC provide GDR, but low sources of AC (+2 Gloves) ...

Also, does all regeneration increase hunger? I thought it does, but I believe the increased hunger rate only takes place while the high rate of healing is active. Alternately, THE RELEASE PLANS PAGE of the development wiki shows items that might not have been addressed, and (used to) including tiles that have to be created. Check the latest release number.
