One thing that came to mind is that what if armour acquirement never gave a "worse" item for a slot already in use? I guess it'd give a too appealing reason to hoard the scrolls instead of using them which would be undesirable. And probably overpowered?

Have you tried acquiring wands? Jewellery acquirement and maybe book acquirement could be improved, but on the whole the scroll seems fine to me. I usually go for wands if I haven't got /healing. Dispel Undead is fantastic against undead. If you are perfectly capable in melee, hitting things with a short sword can also deal with undead very swiftly while saving you 5 spell slots. I don't remember ever dying in Elf:3 with a spellcaster with {MR+++} and a bolt spell, Iron Shot, or Poison Arrow. Ok, once to a deep elf blademaster but that was YASD from my part.
