OTOH, one of the joys of the game is discovering stuff that fills in weaknesses you have right now but perhaps not always. I don't see why HP should be excluded. One would have to find such items and balance their effectiveness vs current situational needs -- HP should be just one more complication....

Give them that +1 LOS bonus at level 13 similar to Naga Constrict as a reward for surviving and (by that time) having resources to handle the pros/cons of this.

Doesn't Veh grant +1 LOS at a high level of piety? Not for HE? Deny Veh to HE?

You can stick around a little while, and wait for new monsters (not items) to spawn but there are 2 bad things that will happen: 1) you will get hungry, and 2) after a few thousands turns OOD (out-of-depth) monsters will start showing up. Think Hydras or spiny frogs on d2. Those are usually bad news...

Besides class, the starting amount could also be multiplied by a racial factor, higher for dwarves, elves, tengu, mummy; lower for troll, ghoul, octopode, felid, etc.

You may just be too quick for your own good -- some species are not good for Chei because they are inherently faster than most of the monsters and so you won't get the piety increases for killing them.
