According to some quick fsims, yes, vorpal seems to do more damage to OoF than freezing, but they are very close. (I think freezing just barely edged out vorpal against OoFs until vorpal got a damage buff several versions ago, but I'm not 100% sure.)

Yeah, honestly, I'd probably still use the vamp morningstar. That will carry you to three runes. Morningstar is a good enough base weapon and vampiric is just that good as a brand. Use the eveningstar or d. whip in any areas that are filled with stuff unaffected by vamp brand, of course.
