It's more in general than just Draconians now. Those changes killed the best uses for STR. Now it's only good for doing 0.000001 extra damage.

I think a few of the melee attributes are oK, but judging by their health mallus and their fighting of -2, I don't think melee would be a particularly good idea with this race. There aren't many levels to shaft down(piety-gainers are usually plentiful, like corpses to pray over).
And technically you could go upstairs then shaft down again, at least with formicids. Play that game for a few mins = ******
