Edited: it seems like you're aiming for a slowness theme, and added a bunch of stuff to try to balance that. To be clear, I would remove the slowness + extra things to balance slowness and instead focus on the unchanging aspect of the race, which in my opinion is the interesting portion.

The good news is that crawl is forgiving enough that even really "badly built" characters can win just fine. It turns out that positioning and making smart "fight or flight" decisions is more important than your skill training or preferred method of killing dudes.

Man, you can't use FSIM to support arguments. The assumptions made in FSIM are completely different than what actually occurs in a Crawl game, as people have pointed out. FSIM is most useful for comparing damage for different weapons against a given foe, and EVEN THEN it still is relatively worthless.
