It means you pick a direction, then it'll blink you somewhere in that direction (~10 tiles, or so). Most of the time, anyway. I tried semi-controlled blinking in elf:3 once and i'd occasionally go the exact opposite direction of where i wants to go.

Orc cleared. Only way i could start training charms is by learning Ring of Fire, which is charms/fire, and going from there. There's a jiyva ability that lets you paralyze slimes and jellies temporarily, i think; you can use that when you see something good but a jelly might get to it first. out of line of sight...not sure what will help, but you're playing a monk, no? that should reduce your item dependency some.
