Make Amulet of Harm a counterpart to Inaccuracy
Reduce amulet of harm's damage taken increase to 15%. Remove the damage bonus and remove the unequip penalty. Make it always spawn cursed. Now it's a counterpart to the amulet of inaccuracy.
