0009903: Evocations not available for training when only possess recharged wand

Description

Playing console on crawl.s-z.org

1. Acquired wand of magic missiles and emptied it. This was my only wand.
2. Recharged wand. (Still, only wand, now has charges > 0). Did not use wand again.
3. Looked at skills, Evocations was not available to be trained.
4. Dropped wand and picked up wand.
5. Evocations was now able to be trained.

(0029399) neil (administrator) 2015-08-11 20:24	Fixed in trunk (0.17-a0-1647-gb11a595), thanks! The bug worked the other way too: if you zap your last wand down to zero charges, Evo did not stop training until you dropped the wand. Now you can train Evocations with a zero-charge wand: that is simpler (both in code and for ease of use) than adjusting the trainable skills every time a wand is expended or recharged.
