0009773: UI missing item name line when mousing over them

Description

In 0.17-a0-1368-g6ab37f2 Windows Tiles, the UI is no longer displaying an item's name when you mouse over one.

In this screenshot, I am mousing over a Book of Geomancy, as shown in bottom right, but the bottom-left panel doesn't say "c - A book of Geomancy", like this older screenshot from 0.17-a0-1093-g0b3cd89 shows for the same situation:

The UI line disappeared fairly recently, some time between these two versions.
