|Summary||0008720: Update layout_regular_city and add to Lair|
Here is the updated form of layout_regular_city (previously layout_city). It adds a Lair version and makes a few minor fix-ups in other branches.
-> Buildings no longer sometimes fail to place on the row closest to the edge.
-> The code order has been simplified a bit. Spacing has been made a bit more regular.
-> Support for thickness-4 walls added (but never appear outside Lair)
-> Now appears in Lair at all depths
-> Thicker walls are common and increase with depth. At Lair:$, all rooms have thickness 3 or 4.
-> Lair buildings never have interior rooms or dividing walls
-> Door frequency decreases with depth, to 1/3 default at bottom

Note that most of the "monsters" in Lair are plants and fungus. Wizmode reveal monsters makes them all appear as red on the minimap for some reason.
Also in Lair:
-> Buildings are never intentionally missing. They still do not appear if they would overlap the primary vault.
The layout looks the same as before in other branches, asside from less disappearing buildings.
