0008473: Replace rings of hunger and sustenance with ones of +/- stealth

Description

Hunger/Sustenance removal: replace the two base rings with ones of + and - stealth, remove ARTP_METABOLISM, make ARTP_STEALTH discrete steps of 50 Stealth ("loudness" definitely needs a better name)

Rework stealth adjective scale to steps of 50
Replace rings of hunger/sustenance with loudness/stealth in-place
Remove ARTP_METABOLISM
Account for ARTP_STEALTH when pricing artefacts
Rework ARTP_STEALTH akin to MR rescale
Rename 'Stlth' status and mutation info to 'Stealth'
