Character that was affected, was instructed to make a dump by individuals in the ##crawl channel.

In order to replicate it, I pressed the buttons in the following order.

The targeting cursor by default appears to be over my character, but the wand does not heal and the "Wand has no effect" text is displayed. It seems likely that despite the cursor appearing over my head, a different tile is the one that is actually being targeted. When I did

The wand affected my normally.

I was playing on CSZO and my User Name is "OkkamsRazor".
