They could:
* be a much lower rarity (short of whatever "testing" is supposed to be going on) because they're inherently very gimmick based dangerous monsters
* moths that allude to the original reference in the description instead of being directly associated with a harmless monster, designed around a given eference/joke, and initially looking just like one in console maps due to elemental colours
* give much lower ev/hp/damage to not be extremely dangerous on virtue of fast strong chaos alone and be retaliated against by more than a handful of methods
* have a constant trail of rain instead of the problematic full ring of rain that distorts terrain when not even awake (or even have the ring be made a spell instead)
* not spawn as part of regular ziggurat monsters to not let their drowning/twisters interrupt the rest of the zig
* have summon twister to an emergency slot or be given cantrips
Could. I have to say that I don't mind the idea of the twister, but the implementation of the monster is certainly rather busy alongside everything else. |

There might well be issues with chaos butterflies but that doesn't mean spurious bug reports are necessary. |
