0012290: z Hailstorm accepts plants

Description

If you z-cast Freeze, with only a plant/fungus adjacent, you get the Z-message. (You can't see any susceptible monsters within range! (Use Z to cast anyway.)
If you z-cast Hailstorm, with nothing around, you get the Z-message.
If you z-cast Freeze while standing next to a plant but with a monster visible, you get the Z-message.
If you z-cast Hailstorm, with only plants around, you just Hailstorm them.
If you z-cast Hailstorm, with plants in range and foes not, you still Hailstorm them. This can cause you to be attacked.
