Timed portals sometimes don't give messages, or few of them. Happened to me just now on the account EthnicCake on crawl.jorgrun.rocks as a Troll Wanderer, but has also happened on local games (Linux Tiles) as well. For the online game it was a Minotaur labyrinth entrance that displayed one message early on in Lair, and then nothing else, not even when it disappeared.
On local games, saving and then loading again on the floor with the portal seems to bring the messages back. Haven't tried online yet.
BTW on this bug report form 0.22 is still labeled "development branch" in the Product Branch drop-down menu.

I was looking into this (in the current development version). It may be interesting to note that if in wizmode I place a portal with &P, I get the messages; if I place one with &L (after first regenerating the level to get rid of any existing portal placed with &P), I don't. Of course these wizmode commands probably have different code paths to normal level generation, but I hope that might be the key to finding out what's going on.
I'm a bit stuck, however, because I have no idea how to examine the innards of lua-space with gdb.
