 I think you'll find, if you look closely, there is an downstair to the floor below on the left hand side of the map, and there is an entrance to this vault, through a door, from that disconnected section. It is possible that the stair I am referring to is actually a hatch, in which case you would have a point.

 It is a hatch. I specifically mentioned there being no access from above or below and even used magic mapping. Give people some credit...
