Possibly related: shoals waves overlays are a mess in local tiles when the tide changes off-screen, leading to similar visual artifacts. The artifacts appear out of los, but are generated by the tide changing not just out-of-los but offscreen; it looks like in this case the waves are getting changed even though the player can't see those positions and the floor tiles aren't updated (until you move in los). PR 448 addresses the temporal distortion issue, but I suspect there's still some underlying problem(s) with how the waves overlays are calculated.
