Summary: 0009414: Shields skill not affecting miscasts while wearing a shield
Description: I training shields from 5.1 to 14.5 to use a nice artefact shield, and the miscast chance of iron shot has remained fixed at 10% (from 2% with buckler). I have tried the shield on multiple times while raising my shields skill, and every time iron shot's miscast has been 10%. Haste's miscast seems to have dropped from 24% to 21% during this training, but that may be due my intelligence increasing.

Nevermind, it appears that strength now factors into shields' effect on miscasts. It seems a bit harsh though, considering this character has decent strength (14) and at this skill with old shields my iron shot miscast would be unaffected, rather than multiplied by 5.

This was broken by c0532d5 and fixed in ga3e2ed8. Thanks for reporting it!

I did just notice however that the in-game message still mentions that the "skill to remove penalty" is 15, so that needs to be fixed.

The skill to remove penalty is indeed 15, so if you're a medium-sized race, that's accurate. Which server are you playing on? I'm rebuilding all the servers I can, but I may need to wait for |amethyst for CSZO.
