0009532: Tentacles are not treated as targets for rods

Description

I have several tentacles in range of rod of clouds and still get "You can't see any susceptible monsters within range! (Use V to cast anyway.)":

The tentacle slaps you but does no damage.
You can't see any susceptible monsters within range! (Use V to cast anyway.)
Evoke which item? (* to show all) (? for menu, Esc to quit)
Aiming: Cloud Cone
Press: ? - help, Dir - move target cursor
You create a blast of flame! The tentacle slaps you!
The tentacle is engulfed in roaring flames. x3
The tentacle slaps you! The tentacle closely misses you.

I was able to reproduce it in wizard mode also.

Lurking horrors, lost souls, and other 0-XP monsters aren't considered dangerous.

(0028630) neil (administrator) 2015-03-11 02:56	spell_no_hostile_in_range needs to explicitly handle at least the following spells, because they don't have zaps. Currently for these spells it relies just on whether a non-NO_XP hostile is inside the range, and doesn't actually fire a tracer: Cloud Cone, Scattershot, Dazzling Spray, Glaciate, Thunderbolt

(0029893) wheals (administrator) 2015-11-29 04:01	Fixed by recent changes to "harmless"/0-xp monster handling. (The lack of tracers might still cause issues, if there are monsters totally immune to some of these spells, for example, but the ticket can be closed.)
