Summary 0011470: Offered same spell twice by Vehumet.
Description Reporting on behalf of Galewind. He was offered Conjure Ball Lightning twice by Vehumet on consecutive gifts, as can be seen in the morgue. (The game is currently in progress and so https://crawl.xtahua.com/crawl/morgue/Galewind/Galewind.txt [^] is the link, I will add another comment when he finishes the game with the new morgue file.)

 I saw some discussion on ##crawl-dev about how this may be caused by there not being another not-gifted not-found spell in the required power level. That may well be correct (at least, I cannot disprove it, and if so then this bug could be closed), but I would ask: In this situation wouldn't it just be better to offer the final three gifts rather than stalling by giving the player they already got given, to avoid this bizarre and confusing behaviour?

 If there are no eligible spells Veh will start offering you spells he offered before but you didn't take (and still don't have), in case you didn't learn it in time. He only offers you the 3 spells after 12 gifts (not getting a gift because there are no spells also increases this counter).

 This seems to be working as intended, for the reason of making a spell you didn't learn in time available if you've found a bunch of others.
