0011473: Mouse hover lags on species selection screen

Description

Reproduction steps:
1. Start the game.
2. Select "Dungeon Crawl".
3. Hover mouse over "a - Hill Orc". Blue rectangle appears.
4. Start moving mouse cursor slowly down.

Expected result: blue rectangle follows mouse cursor immediately.
Actual result: blue rectangle follows mouse cursor with a 1-2 seconds lag.

Note: when you move cursor upwards (e.g. from "h - Ghoul" to "a - Hill Orc"), hover works as expected.

OS: Windows 7 SP1 x64
