In 0.6, durations were changed to last an absolute time instead of a number of turns. Haste and slow durations were adapted to last the same number of turns (for normal speed actions). When under both hasting and slowing effects, turns take twice as long as when hasted, so in that state a speed duration now lasts half as many turns as it used to. Similarly, a slow duration lasts twice as long as it used to when both slowed and hasted.
Note that this only affects the interaction of slowing and haste -- normal slow and haste durations are mostly unchanged. Therefore, I think the proposed general reduction of slow durations is wrong. Slowing hasn't been too strong, and that would nerf it.
I'd suggest to double decay rate of DUR_SLOW while hasted, and see if that's enough. |

+1 to Rob's suggestion. I haven't played berserkers lately, but in general Slow on itself seems right. I've been Slowed by monsters and used Bend Time myself, and both are ok, shortening their duration would be bad.
